Coming from level 2, the following QA levels can be set:

1 - Not released yet

3 - In progress

Customer himself is setting status back to level 1, because relevant data is missing or incorrect.

The Editor has two possibilities:

He sets the status back to 1, because data is incomplete, unsuitable or incorrect.

Now it is the customer's turn again.
