By right-clicking on 3D view open the context menu.

To create "published elements" in axes, points, etc., select Select sketch.

->The Select sketch window opens.

If, for example, you would like to create an axis as a "published element", select the corresponding sketch (in this example "Axis: Sketch 2").

Confirm with OK.

->The processing window shows up.

Further courses of action all follow the directions above.
